REACH: Toward 240 SVHC

From January 23rd, 2024, 240 SVHC (Substances of Very High Concern) are on the REACH list of declarable substances.

5 Additional SVHCs

The ECHA (European Chemicals Agency) has submitted five new Substances to the SVHC list. Here they are:

Substance Name

CAS #

Hazards

Applications (Where used)

References

2,4,6-tri-tert-butylphenol

732-26-3

Persistent, Bioaccumulative, and Toxic (PBT)

Reprotoxic

Very Persistent and Very Bioaccumulative (vPvB)

Serves as an additive in the manufacture of fuels.

1

2-(2H-benzotriazol-2-yl)-4-(1,1,3,3-tetramethylbutyl)phenol. Also called UV-329

3147-75-9

vPvB

We find UV-329 in:

  • adhesive,
  • coating,
  • cleaning products,
  • foams,
  • ink,
  • paints,
  • sealing,
  • synthetic rubbers, and
  • waxes.

2

2-(dimethylamino)-2-[(4-methylphenyl)methyl]-1-[4-(morpholin-4-yl)phenyl]butan-1-one

119344-86-4

Reprotoxic

This substance may be present in:

  • the formulation of coatings and
  • UV-inks found in metal, plastic, and rubber parts.

3

Bumetrizole

Another way of naming it is UV-326.

3896-11-5

vPvB

This substance can be present in:

  • adhesives,
  • coatings,
  • dyes,
  • inks,
  • metals,
  • personal care,
  • plastics,
  • rubber,
  • sealing,
  • textile, and
  • wax products.

4

Oligomerisation and alkylation reaction products of 2-phenylpropene and phenol

Also called OAPP

A product family with multiple CAS#

vPvB

OAPP is detectable in:

  • adhesives,
  • cardboard and paper,
  • ceramics,
  • coatings,
  • electronics,
  • inks,
  • glass,
  • paints,
  • plastics, and
  • rubbers.

A list of 240 SVHC

The addition of 5 SVHCs brings the number of SVHCs to 240. Manufacturers and importers of products must declare SVHCs above the limit of 0.1% w/w at the component level. The declaration process includes a SCIP notification.

Why 240 SVHC?

Researchers have identified the five above substances as:

  • Reprotoxic,
  • Persistent, bioaccumulative, and toxic (PBT), and or
  • Very persistent and very bioaccumulative (vPvB).

Every six months, ECHA considers new submissions of substances.

REACH 240 SVHC

The Case of DBP

Dibutyl phthalate (DBP), with CAS # 84-74-2, is already a listed REACH SVHC. It is also one of the currently regulated RoHS phthalates in electrical and electronic equipment. In addition to being reprotoxic, DBP also brings concerns around endocrine-disrupting properties.
